The Isle of Wight County sheriff’s Office is attempting to identify the person shown in these surveillance photos taken from the Food Lion grocery store in Carrollton Virginia. In late September a resident of Chesapeake filed a report with our office that her credit card had been used at the Food Lion in Carrollton to purchase over $300.00 worth of merchandise. However, the victim had the card in her possession at the time the fraudulent transaction was made. During this same visit to the store the suspect also used 7 other cards to purchase items from the store.
Surveillance footage from the store cameras shows a black male, with a thin beard, in his early to mid-20’s, utilizing a credit card with account numbers issued to our victim. It is possible that the victims card could have been skimmed and duplicated at some point.
Anyone who knows the identity of this individual is asked to contact the Isle of Wight/Smithfield/Windsor Crime line at 1-888-LOCK-U-UP or text your information to the word CRIMES and begin your message with the letters “IOWCL”. As always, all information provided to the crime line is confidential. Information leading to the arrest in this case could make the caller eligible for a cash reward.

The Isle of Wight County Emergency Communications Center received a call at 9:14 am reporting a robbery and abduction that had just occurred at the Dollar General Store located at 4787 Old Stage Hwy Smithfield, VA 23430. This is in the Rushmere Community in Isle of Wight County. When Isle of Wight County Sheriff’s deputies arrived they were told a black male wearing a black hooded sweatshirt with a white shirt covering his face had come into the store displayed a handgun and taken money out of the register and safe. The suspect then ordered the employee to drive him in the employee’s car. The suspect exited the vehicle a few miles away and the employee returned uninjured. There were no injuries reported with this incident. The investigation is still ongoing and additional information and photos will be send out as they become available. The investigation is being conducted by the Isle of Wight County Sheriff’s Office.

An arrest has been made in the robbery of the Dollar General Store located at 4787 Old Stage Highway in the Rushmere section of the county. Lance A. Wright, of Surry County, was arrested by Investigators with the Isle of Wight County Sheriff’s Office with the assistance of the Surry County Sheriff’s Office on Friday October 7, 2016.
Wright, a 17-year-old who has been declared an adult by another court, was taken to Western Tidewater Regional Jail on a no bond Status. He was arraigned in Isle of Wight Courts yesterday. A booking photo is attached.

As the storm departs and clean up and recovery efforts begin, the Isle of Wight County Sheriff’s Office would like to remind you to be very wary of people that drive around in pickup trucks and offer to help perform cleanup/repairs for cash.
Although some may be on the level; it is not a professional method to obtain business and is a very popular tactic used by criminal fraudsters. If things go wrong, you will not only be out what you paid them, you will have additional expenses to pay someone to do the work properly as well as fix issues caused by the fraudulent cleanup/repair work. In addition, if they are injured while on your property you may be liable.
We recommend that you use licensed and insured contractors and that you have a signed contract outlining services. All legitimate contractors will conduct business this way. Any that do not identify themselves, their business names, or contractor’s license number should be very cautiously evaluated.
The Virginia Department of Professional and Occupational Regulation maintains a list of licensed contractors. Please review this website to research a potential contractor.
If you are approached by someone soliciting work, and you are wary of their intent, please do not hesitate to report them to your local law enforcement dispatch center. In Isle of Wight County you should call 757-357-2151. Please do not wait to call and report. A call right away may help us identify and evaluate if the person is on the level or has criminal intent. A description of the person, the vehicle, including tag would be very helpful, including photos if available. It will help us track them down to pursue prosecution of any criminal acts that were committed.
When you do use the services of a professional licensed contractor and they meet or exceed your expectation, please give them good reviews on the various websites to help others make decisions. A good, professional business that plays by the rules deserves positive accolades!

Routes 460, 17, 58b, and 258 closed in Isle of Wight County

Isle of Wight County
Route 460 in Isle of Wight County at Yellow Hammer Rd is completely shut down due to flooding. This area is west of the Town of Windsor and east of the Blackwater River Bridge.
In addition, Route 58 Business (Carrsville Hwy in Isle of Wight County just east of the City of Franklin) is completely impassable and shut down.
Also, Route 258 in Walters (south of Windsor) is completely shut down.
Route 17 is now impassable as well and the James River Bridge is shut down southbound.
Numerous secondary roads within the county are impassable and driving will remain hazardous and dangerous due to down trees, power lines and flooding.

NUMEROUS primary and secondary roads are VERY flooded. If you were thinking of going to Church tomorrow, it would be advisable to consider cancelling those plans. Many roads are so flooded now, that you don’t know where the ditches are. People out tonight are running into ditches everywhere in the county. Trees are falling and power lines are going down. It is not going to stop raining any time soon so it is only going to get much, much worse.
STAY HOME – DO NOT TRY TO DRIVE ANYWHERE! For those that don’t heed the warning, well, we will be there to help rescue you from your flooded car or to help you out of the ditch.
On October 3, 2016, The Isle of Wight County Sheriff’s Office and Isle of Wight County emergency crews responded to the 16000 block of Benns Church Blvd at approximately 4:00 pm today for a report of an electrocuted person.
Deputies and medics arrived on scene and found a male subject suffering from what appeared to be injuries consistent with being electrocuted. It appears that the male, a subcontractor, was working on the overhead power lines. Medics treated the subject and he was transported via air ambulance Nightingale to Sentara Norfolk General. Investigators are working with the contractor and OSHA to determine a cause.

Arrest of Justin Burch related to the Death of William Pulley
On September 28, 2016 Officers with the Newport News Police Department arrested 33-year-old Justin Keith Burch, of the 14000 block of Water Oak drive in Smithfield, on a felony voluntary manslaughter warrant from Isle of Wight County. The warrant was issued in relation to a death investigation being conducted by Investigators with the Isle of Wight County Sheriff’s Office.
On August 31, 2016, Deputies with the Sheriff’s Office responded to the 14000 block of Water Oak Drive in response to a male lying in the street. Upon their arrival they found 80-year-old William Pulley disheveled and confused. It was originally thought the Mr. Pulley was intoxicated. After being checked by EMS personnel, Pulley was taken to his residence and no further contact was had with Mr. Pulley that evening.
On September 2, 2016, the Sheriff’s Office was asked to conduct a welfare check on Mr. Pulley because he had not been seen by residents in the mobile home community. Upon arrival of the patrol deputy, Mr. Pulley was found semi responsive in his home. He was transported to Sentara Obici Hospital and upon finding Pulley suffered from a skull fracture, with internal cranial bleeding, he was transported to Sentara Norfolk General Hospital. Mr. Pulley died on September 9, 2016 from complications that resulted from his head injury.
Investigators later learned that on August 31, 2016, William Pulley was involved in a verbal altercation with his neighbor Justin Burch. During this verbal argument, Justin Burch struck William Pulley causing him to fall backwards, striking his head on the pavement. It is now our belief that Pulley was not intoxicated but could have been suffering from the effects of internal head injuries as a result of the altercation.
Justin Burch was arrested by Newport News Police Officers at his place of employment and transported to the Newport News City Jail on a no bond status. A booking photo of Justin Keith Burch is attached.
